“Too many Texans have been excluded from job opportunities,” Abbott said. “Too many small business owners are struggling to pay their bills This has to end It is now time to open Texas to 100%”

Starting next Wednesday, all companies regardless of their classification will be allowed to operate at 100% capacity, Abbott said

Abbott said, “Texas is in a far better position now,” with vaccination numbers rising and knowledge of how to manage the spread of the virus, Abbott also noted falling hospitalization rates and positivity rates

If COVID-19 hospital admissions rise above 15% for seven consecutive days in a hospital region, district judges may opt for stricter COVID-19 mitigation strategies but cannot impose restrictions or fines on face masks, Abbott said

Although Abbott acknowledged the virus was not completely gone, he said, “Government mandates are no longer needed”
